Meeting was called to order by Mayor Keith Emerson at 2:34 PM.

Pledge of Allegiance was spoken

Present: Kip Emerson, Bruce Pederson, Chad Gulbranson, Jerry Olson

Absent: Randy Anderson

Project #84 – Budget – Setting proposed tax levy

Angela went through the changes the department heads made to the budget as follows:

Expenditures:

General Governmental Capital outlay from $10,000 to $5,000

Mayor/council dues and subs. From $2,200 to 1,800

City Clerk – OT $2,000 to $400

Clerk mileage, training $2,000 to $1,200

Clerk telephone $2,200 to $2,000

Clerk dues and subs. $175 to $75

Elections capital outlay $500 to $0

Police – OT $7,000 to $4,000

Police –On-call $2,000 to $700

Police – Capital Outlay $10,000 to $7,000

First Responders supplies $500 to $0

Fire Department Schools $2,000 to $10,000

Fire Department telephone $2,000 to $1,600

Fire Department Electric $3,000 to $2,600

Fire Department Natural Gas $3,000 to $0

Civil Defense Capital Outlay $4,000 to $2,000

Streets – OT $10,000 to $5,000

Streets - Insurance $22,950 to $13,770

Streets – maint. Materials $60,000 to $45,000

Streets – Capital Outlay $90,000 to $70,000

Community Center Capital outlay $4,000 to $2,000

Parks Capital Outlay $9,000 to $3,000

Misc. Equipment Fund $2,000 to $0

Revenue:

Local Fines $500 to $850

Sale of Equipment – squad $3,500 to $3,000

Fireworks – donation $4,000 to $5,000

The department heads cut a total of $63,166.00 from the budget leaving $46,432.78 to balance the budget.

After discussion of insurance and of the union contract the council made the following motion. Motion by Gulbranson seconded by Pederson to send a verification letter the Northern Tool to verify that Reggie Redetzke is eligible for insurance and to send a letter to Reggie notifying him of the cancellation of his insurance as of November 1, 2009, all ayes Anderson absent.

The council discussed how to balance the remaining budget, after much discuss Olson made a motion to take the $46,432.78 from the liquor store savings, motion died for lack of second.

Motion by Gulbranson seconded by Pederson to approve to take an addition $17,000 from the revenue of the liquor store for 2010 and to increase the levy by 3% and to take an additional $17,000 from the liquor store savings, when put to a vote for: Pederson, Emerson, Gulbranson. Opposed Olson, Absent Anderson.

Council also review the water rate schedule and DNR water conservation rate schedule.

A motion was made by Emerson seconded by Gulbranson to adopt the water conservation rate for January 1, 2010 as follows: 0-5,000 gallon $2.50, 5,000 to 10,000 gallons $2.75, 10,000 to 20,000 gallons $3.00, 20,000 and above gallons $3.25, all ayes. Anderson absent

Jacobson stated she wants the council to adopt these fee changes at this time so we can notify the citizen that changes will be made in January.

Council will review the water rates and fee schedule at the September meeting.

Council would like Jacobson to check into what other cities charge garbage companies for a license, the cost of a program to email water bills, the cost of a program to pay checks automatic to vendors for the September meeting.

Council will discuss at the September meeting the Visitor Center building

Motion by Chad seconded by Jerry to adjourn meeting at 3:40pm, all ayes
