Meeting was called to order by Mayor Keith Emerson at 5:00 PM.

Pledge of Allegiance was spoken

Present: Kip Emerson, Bruce Pederson, Chad Gulbranson

Absent: Randy Anderson, Jerry Olson

Motion by Pederson seconded by Gulbranson to approve agenda, All Ayes

Mark Pomerleau was in attendance and informed the council that they cut from their fuel budget and from their training budget; they will not be sending any one to the regular training because they will be having to training six new firemen. He discussed this training with the tech school and may be eligible to get money back from the state for training for the Fire fighter 1 classes.

He also informed the council they put their name in with Douglas County for a FEMA grant to received 800 mhz radios the total cost for the Fire Department for these radios is $60,000 and if the grand is received $6,000 will have to be paid from the department.

Clerk Jacobson discussed the following item with the council to balance the budget.

• Interest on money – CD’s
• Review cost at Water and Liquor Store to see where cost can be cut, this means review all supplies and product purchased to see if we are getting the best value.
• Create a budget for the water and liquor store funds so the council can see they are held accountable.
• Review fee schedule for increasing of fees.
• Consider transfers from the water and liquor store fund
• Consider franchise fees with Xcel, Center point energy. This would generate about $21,000 a year from each company. This is at a rate of $2 Res. $5 Comm.
• TIF Funds, 10% can be paid for administrative cost, we could take up to 7,500 for 2009 and $1,500 for 2010 from the 320 and 450 funds
• Review bonds for refinancing and early pay offs, council received a copy of the forecasted cash balance for each bond.
• Adopting an ordinance for Revenue Bond of .5% to be paid annually.

Items to cut money

• Overtime Limitation – no overtime just comp time – council will like to keep the overtime limited.
• Council received the 3% and 5% budget cut proposal by each department

After much discussion the following motion was made

Motion by Pederson Seconded by Gulbranson to approve the clerk prepare the budget with the 3% cuts by department and to use the cash carryover of $19,488 from the 2008 year and transfer $4,000 from the TIF fund 2,000 from 320 and 450 funds to balance the budget. The clerk should prepare an ordinance for .5% Revenue Bond sale to be paid annually, meet with the city’s financial consultant to receive higher interest rates to tier CDs with available funds, and create a budget for both the Water and Liquor Store fund, to present at the next regular meeting on March 2, 2009 all ayes.

Mayor Emerson informed the council that the TNT meeting appointments will now be handled through the county and not through the city offices.

Clerk Jacobson informed the council that she will be sitting in on an informational webinar on the stimulus money on Friday morning.

Motion by Pederson seconded by Gulbranson to adjourn and 6:00pm, all ayes.
