Meeting was called to order by Mayor Gary Astleford at 6:30 PM.

Pledge of Allegiance was spoken

Present: Gary Astleford, Bruce Pederson, Jim Tholen

Absent: Keith Emerson, Randy Anderson

Motion by Jim seconded by Bruce to approve agenda, All Ayes.

Project #396 – 8th Ave, Nestor, Osage Street Project

The council received a letter from our attorney Tim Klecker regarding the purchase of the Judd Hoff property on 8th Ave East.

The total purchase price is $2,700, which was the estimate market value. Closing fees are $489.91 with a total of $3,189.91. Judd and Trista have already signed the agreement, council must approve Mayor Astleford to sign the purchase agreement and pay the $3,189.91.

The land will be used for a storm water pond.

DOT does not want any more net water into their water way. The lift station will be places on the east side of 8th Ave E.

Motion by Pederson seconded by Tholen to approve to acquire the property from Judd and Trista Hoff located on 8th Ave East for a total cost of $3,189.91, all ayes.

Project #242 – West Central Initiative

The council received a copy of a memo Mayor Astleford received regarding $600,000 in transportation funding.

An informational meeting will be held on September 26, 2008 in Fergus Falls, applications must be submitted by November 21, 2008.

After review it looks like this is for recreational transportation and there is no need to attend. Jacobson will make sure that Jan Moore has a copy of the memo.

Project #45 – FEMA

The council received a letter from FEMA in partnership with the MNDNR regarding a flood Risk Open House to be held on September 25th from 5-7pm. A Community Official meeting open house will be 2-4pm on September 25th.

Clerk Jacobson would like to attend the 2-4 open house to get more information how the program works. Council approves Jacobson attending.

Mayor Astleford updated the council on the progress for Gas Mart. He was not meeting his impervious surface coverage and he bought the next lot so he meets his 75% impervious surface.

Mayor Astleford would like to attend the League of MN Cities regional meeting in Wadena. Consensus was for Gary to attend.

Motion by Pederson seconded Tholen to suspend the special meeting and open the union negotiations at 6:47PM, All Ayes.
