Meeting was called to order by Mayor Gary Astleford at 4:50 PM.

Pledge of Allegiance was spoken

Present: Gary Astleford, Kip Emerson, Randy Anderson

Absent: Jim Tholen, Bruce Pederson

Motion by Emerson seconded by Anderson to approve agenda, All Ayes, Tholen, and Pederson absent.

Traci Ryan was in attendance.

David Drown Associates sold bonds today for the 1^st Ave and 8^th Ave Street Project.

Council will need to accept the bond sale results.

We received three bids on our bond sale the lowest is Northland Securities at a total interest rate of 5.09%.

Traci informed the council on why the pooled debt did not sell and this bond did sell and that giving the markets we did get a good interest rate, but it could be better if the pooled debt program would have sold.

A Resolution was presented by Anderson seconded by Emerson to approve to sell the bond series 2008 for the 8^th Ave (East Side Improvements) and 1^st Ave E projects to Northland Securities. When put to a vote the resolution passed unanimously, Tholen and Pederson absent.

Council will hold a special meeting on Monday night at 5:00pm for Dan O’Brien of Gas Marts appeal to the Planning and Zoning Decision.

Motion by Anderson seconded Emerson to adjourn the special meeting 5:15PM, All Ayes, Tholen and Pederson absent.
