Regular Meeting
September 2, 2003

Mayor Astleford called the meeting to order at 7:00
PM
The pledge of Allegiance was spoken.
Present: Hagemann, Astleford, Nordstrom, and
Timmerman
Absent: Emerson
Motion made by Hagemann seconded by Nordstrom to
approve the August 4th minutes with the changes to included
Nordstrom as present. All Ayes, Emerson Absent
Motion made by Hagemann seconded by Timmerman to
approve the list of bills in amount of $965110.56. All Ayes, Emerson
Absent
Project #24 – Liquor Store
Joseph Ketelboeter was not in attendance.
Project #76 – Police
Chief Gilson was in attendance and the council
received the monthly police report.
Project # 205 – City Crew
Reggie was not in attendance.
Project #351 – Obstructing Right of Way
This topic was taking off the agenda, due to the
issue being resolved.
Project # 219 – Hwy 27 East Pond
Tom Klemenhagen was in attendance and presented the
plans for the East Side Pond Project. Also stated the bid sheet he had
created was to receive sealed bids for the project until September 23,
2003 at 10:00 AM.
The west side pond is currently getting appraised for
the estimated costs of the project.
A resolution was presented by Nordstrom 2nd
by Hagemann to proceed with final plans and specs of the East Pond based
on the preliminary estimate and advertise for bids. After the Lawyer
William Peterson has reviewed the bid sheet. When put to a vote the
resolution passed unanimously. Emerson absent
Project # 60 – Ordinance Change
Add a segment to cover Canvas and/or fabric
constructed buildings.
The Ordinance was tabled until the next regular
council meeting to have the planning and zoning to review it and answer
the questions listed below:
1)
How will the building be taken care of after the fabric starts to
become torn, and tattered?
2)
Will there be any guidelines on how the building is to be
constructed so it will not blow away. Such as cement being poured to
secure the poles in the ground?
3)
Will the building be tax just like other accessory buildings?
4)
Make the wording for the lake side property to read more clearly,
so it is not mistaken to what is the front yard and what is the back
yard?
Project # 69 – Information to the Council
Attached is a copy of the letter sent to Sams and
Otrumba.
Gary Nordstrom also noted that he has set up a
meeting with everyone involved in the East Side Pond Issue to meeting on
September 10th at 10:00 AM to have a meeting and then a walk
through of the job site. Gary has contacted everyone involved. Lisa Woog
is on vacation and will not return until September 8th so we
will not find out if she will be in attendance until that time.
Project # 102 – EDA
Purchase of the Gordon Hartford Building.
Information received from OEDC they no longer will purchase the Building.
No action taken on purchasing the Gordon Harford Building
Project # 263 – Police Union
The meeting with the police union rep is set for
September 10th at 5:00 PM and a second date has also been set
in case there is need for further negotiations on September 24th
at 5:00 PM.
Motion by Hagemann and seconded by Nordstrom to
adjourn. All Ayes Emerson absent
