OSAKIS CITY COUNCIL
SPECIAL MEETING
SEPTEMBER 27, 2002
4:00 PM
Mayor Zimmerman called the meeting to order.
Present: Hagemann, Larson, Zimmerman, Astleford
Absent: Emerson
Project # 124 Signs
St. Agnes school request signs lowering the speed limit to 20 MPH when children are present, also watch for children.
If signs are installed on 4th Avenue West they will not be barricading the street at recess time.
A motion by Larson seconded by Hagemann to approve the installation of these signs. All Ayes, Emerson absent.
Project # 154 Employee Hiring
Joshua Beste turned down the city position.
Reggie could not attend the meeting but prefers to re advertise.
After discussion the council would like to check on the cost of people service, inc. and a motion was made by Hagemann seconded by Astleford to re advertise for the position. All Ayes, Emerson absent.
Project # 332 King Street Pond
Bids were opened Wednesday September 25, 2002.
The following bids were received:
Lees Construction $117,310.50
Randy Kramer Ex. $131,888.63
Central Spec. $143,962.75
Kern & Tabury $154,330.00
Duininck Bros. $145,466.00
Engineer estimate was $71,000.00.
The clerk sent the two agreements between the City of Osakis and the SRWD to the League of MN Cities. They have indicated the additional liability insurance needed would cost $3,000.00 annually.
The watershed has $16,215.11 invested in the project to date.
Councilmember Astleford and Hagemann will attend the next watershed meeting to have them consider additional grant and loan monies and extend the completion date into 2003.
Councilmember Larson questioned if the new design will work and Mr. Klemenhagen assured him it would.
A motion by Astleford seconded by Hagemann to award the bid to Lees Construction pending additional monies and extension of time from the Watershed District. Zimmerman, Hagemann, Astleford Aye, Larson Nay, Emerson absent.
Councilmember Astleford stated the Douglas & Todd County Commissioner should be informed of the above issues.
5:15 Larson left the meeting.
Project # 219 State Highway Project
Mr. Hartmann called and stated he wanted street lights by his business like he had before. The initial cost to furnish these lights was $8,000 to $9,000. each. However, after checking the cost was $1,800. each and they were installed.
A motion by Hagemann seconded by Astleford to adjourn. All Ayes, Larson and Emerson absent.
Meeting adjourned at 5:25 pm.
