OSAKIS CITY COUNCIL

SPECIAL MEETING

DECEMBER 11, 2002

7:00 PM

 

Mayor Zimmerman called the meeting to order.

Present: Hageman, Larson, Zimmerman, Emerson, Astleford

Absent: None

Project # 56 – Insurance

Liquor Liability insurance is up for renewal. Premium $5,811.00 for 500,-000/1,000,000.00 limits.

Myron Larson has stated the League can’t come close to this premium.

A motion by Larson seconded by Astleford to renew insurance for a premium of $5,811.00. All Ayes.

The Mayor received notice that the City of Osakis application for a Minnesota Public Facilities Authority loan was approved in the amount of $666,377.00 for 20 years at 2.92%. By unanimous consent the Mayor and the Clerk are authorized to sign the necessary paper work to process this loan.

The Mayor asked if anyone in attendance had anything for the council.

Mr. James Smith, taxpayer of Osakis asked the council why Officer Nelson was released of his duties. He doesn’t feel safe now that Officer Nelson isn’t patrolling the streets.

Julie Nelson, sister of Officer Nelson, stated it’s a bunch of crap that he was released. He wasn’t warned about anything. He should have been told if he was doing something wrong. If someone breaks the law they should get a ticket.

Mayor stated he will get back to parties when the correct information can be given.

Mr. Klemenhagen was in attendance and presented a letter he has submitted to the bonding company.

Mr. Klemenhagen recommends the council to approve the letter submitted to the bonding company, pay Mid-Con the $5,000. owed for work done and review in the Spring to accept or reject patch work.

After much discussion a motion by Emerson seconded by Astleford agreeing with Mr. Klemenhagen recommendation. Hagemann, Zimmerman, Emerson, Astleford Aye, Larson Nay.

Councilmember Astleford stated the Watershed has notified him that the contractor on the King Street Pond has not put up silt fence yet. Mr. Klemenhagen asked him many times to put up fence. By unanimous consent the council stated if the fence isn’t installed shut the project down.

Mr. Klemenhagen is working on ponds for the West End and the East end of Town. He will submit information as the project progresses.

Councilmember Astleford asked about Rollie Walsh’s ditch work down on the West end of town. The council asked Mr. Klemenhagen to check if ditch work has been done legally.

Project #60 - Ordinance Change

The revised Ordinance on Snowmobiles and other recreational vehicle use and regulation was passed at the last council meeting. An application can be made to the Police Department and a fee has to be determined.

A motion by Astleford seconded by Larson to charge a one time fee of $20.00 with permit reviewed annually. All Ayes

A motion by Larson seconded by Hagemann to adjourn. All Ayes.

Meeting adjourned 8:30 pm.
