Present: Bonnie Schultz, Gary Astleford, Jan Flolid, Dave Zerr, Rod Femrite

Others Present: Angela Jacobson, Newman Olson, Traci Ryan

Vice President Dave Zerr called the meeting to order at 4:00pm

Motion by Gary seconded by Rod to approve the agenda as presented, All Ayes.

Motion by Jan seconded by Rod to approve the General Consent Items, All Ayes.

Osakis Properties – Cari Smith put $500 down on Lot 8 Block 2.

The park in Osakis Properties was created in 2007. The city contributed $10,000 and EDA $2,000. The money has not been transferred from the EDA yet. Black dirt was brought in to fill in the lot and will be leveled to seed later this week. Total cost may exceed the $12,000.

Motion by Bonnie seconded by Jan to transfer $2,000 from the EDA 300 fund to the general fund.

Industrial Park – Rush Street – The EDA will need to grant Rush Street to the City of Osakis. This will be done so that it is public land and the City will maintain it as a street.

Motion by Rod seconded by Jan to grant Rush Street to the City to include the right-of-way area and have John sign it, the EDA will receive a copy of the agreement and the legal description at the July meeting. All Ayes

Mike Roach – Apartments – Discussion was held on Mike Roach asking for assistance for putting up an apartment complex on Central and Lake the location of the old Osakis Ag. A 16 unit apartment complex with the same design as the Condominiums previously approved. The EDA requests that Mike go to Planning and Zoning to get approval for the building.

The estimate tax would be $16,000 per year. The City has the ability to distribute TIF at any percentage they would like. The EDA will review the TIF once the project is approved by the P & Z.

OEDC – No money received in June

VFW – No money received in June

Blue Ox Timber – City attorney can draft the development agreement. No need to draft first right of refusal because it will be in the TIF agreement. The EDA received a draft of the TIF agreement.

Council will be meeting on June 30th and will review the drafted TIF agreement.

Motion by Jan seconded by Bonnie to recommend to the city council to approve the TIF agreement with the terms stated and request the city attorney draft the TIF agreement unless the fee is $2,500 then has Briggs and Morgan draft the agreement, All Ayes.

Future Agenda Items: Review prices on the Industrial Park Lots.
